Suhua Improvement Engineering Office (SIEO), Directorate General of Highways, Ministry of Transportation and Communications was established as the specialized engineering agency to execute “Suhua Highway Improvement Project”. The SIEO consists of 4 sections (Engineering Section, Design Section, Land Use Section, and Labor Safety and Health Section), 4 offices (Secretariat, Personnel Office, Accounting and Statistics Office, and Civil Service Ethics Office), and 5 branches (Su'ao Branch, Dong'ao Branch, Nan'ao Branch, Hezhong Branch, and Heping Branch). These branches were named based on their locations.

The Organization law of the Directorate General of Highways (DGH), Ministry of Transportation and Communications was implemented on Jan. 15, 2018. Personnel system of the DGH and its affiliated agencies was changed.

According to Regulations for the Interim Organization of Suhua Improvement Engineering Office, Directorate General of Highways, Ministry of Transportation and Communications, the SIEO would plan to be abolished originally after Suhua Highway Improvement Project was completed. However, the SIEO continues execution of “Suhua Highway Safety Improvement Project” after the moratorium on abolition made by the MOTC.

Because the SIEO is a specialized engineering agency, its branches have to move to appropriate locations due to project progress. The DGH approved these branches renamed. Su'ao Branch was renamed 1st branch, Dong'ao Branch was renamed 2nd branch, Nan'ao Branch was renamed 3rd branch, Hezhong Branch was renamed 4th branch, and Heping Branch was renamed 5th branch.
Sept. 15, 2023
The Organization law of Highway Bureau, Ministry of Transportation and Communications was implemented on Sept. 15, 2023. Due to organizational transformation of Executive Yuan, the SIEO was renamed “Suhua Improvement Engineering Office, Highway Bureau, Ministry of Transportation and Communications” on Sept. 15, 2023, and its Labor Safety and Health Section was also renamed “Occupational Safety and Health Section” at the same time.
